In my despatch No. 69 of June 18th. last, I reported
that Kesars Butterfield and wire had opened negotiations
with the Self Government Society, with a view to a settle-
ment of the "Fatshan" case.
I have delayed making a further report on this
mattor until now, partly because I have been kept in the

dark as to the terms of the proposed settlemen,
partly
because I have hoped to be able to inform you that an undes
standing, satisfactory and creditable to all parties,
had been arrived at.
I much regret to have to report that these hopes
have not been fulfilled, that Hessrs Butterfield and Swire
have, in fact, come to an arrangement with the Self Govern-
ment Society which I can only describe as disgraceful.
